This article describes the Emergency Response Responsibiliites foir the C0mpany man,  OIM and Contractor Representative.

Company Drilling supervisor

  • Responsible to take immediate responsive action to control the emergency situation on the rig
  • Receive notification of an incident or the likelihood of such a development from the OIM or other member of Rig crew and inform the Company drilling superintendent
  • Discuss the action to be taken and contribute as a member to the emergency response team
  • In consultation with the emergency response team agree on the need for support services, supply to chemical/equipment, search and rescue or evacuation.
  • Keep the Company Drilling Superintendent informed of developments of the incident and maintain a log of events as they occur
  • Ensure that an incident Report form is completed and that corrective action is carried out within his authority.

OIM

  • Ensure that drilling contractor’s requirement are followed, provided that they do not conflict with those of the Company drilling supervisor, national legislation or any other instructions issued by a government or superior authority
  • Responsible for the direct supervision of the drilling crew, work in close cooperation with Company drilling supervisor
  • Notify the Company drilling supervisor the occurrence of emergency/incidents immediately, and give all available information regarding the situation including whatever action is being taken by the drilling crew. Assist Company drilling supervisor in evaluating the situation and shall give all possible Advise aid and assist in bringing the abnormal situation under control.
  • Has the right to perform trouble shooting and take all precautions to avoid   total disaster including the loss of human life during the Emergency, even without Company approval such approval shall be obtained soonest possible

Drilling Contractor OIM

  • The tool pusher is responsible for all drilling related operations on the rig.
  • Also responsible for directing the drilling crew in performance of its member’s specific and emergency response duties.

Emergency Level Definitions

Degree of Emergency

Definitions

Level-1(Abnormal situation)

No immediate danger of life, environment or properties

Can be dealt with totally by Company normal operating procedures

Level-2 (Emergency situation)

Where there it may cause limited danger to life, environment and or equipment

Requires implementation of special emergency response procedure of Company

Level-3 (Major disaster Situation)

Where it may develop into and cause danger to life, environment or equipment

Requires mobilization of emergency resources from external sources such a Government bodies and associated emergency services
