This document defines the primary responsibilities of key personnel involved in Well Operations.

1. GENERAL RESPONSIBILITIES

  • At all times and through all projects, the Company Well Construction Management Process and associated Completion, Construction, Drill Stem Test and Intervention Process shall be implemented.
  • It remains the responsibility of Company Well Operations Managers to implement and guide team-leaders in its application.
  • Well Operations Managers shall ensure that each specific project has sufficient competent resources to meet project requirements.
  • Subject to the country of Operations each member of the well construction team may be assigned specific tasks within the Emergency Response Team.
  • The Well Operations Manager will assign these tasks during the project planning phase, if applicable. (Note: In the UK, Company may elect to utilise the Emergency Response Room of the assigned Drilling Contractor).
  • Safety of personnel is the highest priority and operations management will ensure the HAZID, HAZID mitigations and compliance with regulations and procedures are managed and supervised by a responsible person with competent personnel.
  • Risk assessments shall be implemented during pre-job meetings.

2. WELL OPERATIONS MANAGER

2.1 DIRECT REPORTS

  • Reports directly to the Operation Manager or to the Managing Director and depending on the affiliate organisation and functionally to the Group Well Operations Manager.

2.2 ROLE

  • As part of the Company Senior Management team, he/she will manage Well Operations projects and associated activities to ensure that operation objectives are met safely and efficiently in compliance with Company Policies and Requirements, international standards and practices, together with local requirements and regulations.

2.3 SPECIFIC DUTIES

  • Ensure that all operations are carried out safely, efficiently and in compliance with Company policy and standards, Government regulations and appropriate industry standards.
  • He/she is accountable for directing and overseeing a comprehensive health and safety programme for Company and contractor personnel at the operation locations to minimise the risk of personnel injury and property damage both on and off location.
  • Set standards and expectations and provide the resources for successful operations.
    He/she is responsible for the appropriate staffing of the department.
  • Approve all designs, programmes, well or intervention cost estimates and authorisations for expenditure.
  • The Manager has technical authority during Well Operations and associated activities.
  • Shall appoint a team and will ensure that each member of the team has a well-defined role and has understood its responsibilities.
  • Ensure that roles and responsibilities are updated as required.
  • Can delegate (in writing) responsibility for decision-making related to Well Operations whenever he is outside the country of operations or whenever he is more than 6 hours journey time in daylight from his normal base of operations. The delegation shall be communicated to the local management team, the Well Operations team including the well site(s) and the Engineer in charge of following the operations.
  • Can delegate approval authority for well procedures and contracting services for Well Operations to the Well Site Superintendent(s).
  • The Manager shall direct, guide and motivate immediate subordinates comprising, for example, Well Operations Superintendent(s) and Engineer(s) who are responsible for the day to day rig scheduling, well planning, operations supervision and reporting of Well Operations and all other related activities.
  • The Well Operations Manager is responsible for the budgets.
  • The Well Operations Manager shall ensure that operational philosophies and working practices are carried on in a consistent and responsible way.
  • The Well Operations Manager is responsible for monitoring Daily Operations procedures and ensuring that the Well Operations Superintendents are either implementing the approved procedures and standards or obtaining both review and approval to deviate from those procedures or standards.

3. WELL SITE SUPERINTENDENT

3.2 SUPERVISE

  • Well-Site Supervisor for Well Operations and Service Companies Representatives.

3.3 ROLE

  • Direct well-site activities ensuring that well objectives are met safely and efficiently in compliance with CompanyI requirements.
  • Is responsible for a safe conduct of any operations and respect of the environment.
  • Is responsible for ensuring that the operations are completed within the planned schedule and budgets.
  • In their respective subsidiary, the Well Operations Superintendent(s) is/are accountable for the execution and performance of Well Operations on Company operated assets.
  • Well Operations Superintendent(s) will direct, guide and motivate their immediate subordinates (Well Operations Supervisors, and relevant contractors, etc) in carrying out ongoing operations.
  • Well Operations Superintendent(s) will direct, guide and motivate the Well Test Engineer to ensure that all safety, engineering and operations aspects of well testing are properly addressed.
  • Well Operations Superintendent(s) are responsible for co-ordination with other departments (G&G, reservoir, Materials and Procurement, Finance, IT, etc), partner technical/operations groups and contractors during the execution of Well Operations.
  • Well Operations Superintendent(s) have key operational safety and environmental involvement, responsibility for safety meetings, safety/environmental rig audits and contractor selection/performance.
  • Well Operations Superintendent(s) recommend to his Well Operations Manager, the operational human resource requirements to ensure the Well Operations Department can meet the requirements of the agreed schedule.
  • Well Operations Superintendent(s) are responsible for the follow up of accident and/or incident reports in his/her area of responsibility.
  • Well Operations Superintendent(s) are responsible for the development and training of their subordinates and ensure they are up to date with the relevant certification such as Well Control, medicals, etc.

 4. WELL SITE SUPERVISOR

4.2 SUPERVISE

4.3 ROLE

  • To manage well-site activities ensuring that well objectives are met safely and efficiently in compliance with Company requirements, policies and standards.

4.4 SPECIFIC DUTIES

  • Direct and supervise Well Operations to ensure that they are carried out safely, efficiently and in compliance with the Well Operations Programmes, Company policy, Company WOR, Government regulations and applicable industry standards.
  • Seek approval to authorise any changes to or dispensation from the official work programme including management of change
  • Act as central liaison point between well-site and office-based functions on all safety environmental and operational issues.
  • Prepare a daily report and other reports as required.
  • Hold a daily activity meeting between all relevant personnel to co-ordinate and plan activities.
  • Attend the daily SIMOPERATIONS (if applicable) meeting when required.
  • Ensure that equipment, materials, supplies and services are delivered and managed efficiently in coordination with the materials/logistic engineer.
  • Directly supervise critical operations/procedures as defined in the WOR’s and Company Policy.
  • Hold regular safety meetings.
  • Ensure that all accidents and incidents are reported; carry out related investigation that may be required.
  • Hold an up to date approved well control certificate.
  • During emergency situations where control of the well is jeopardized, the Well Operations Supervisor(s) will be authorised to take the necessary actions to return the well into a safe condition without prior consultation with the Well Site Superintendent, while not exposing to any risk personnel, environment, equipment or the rig. The ultimate responsibility is clearly outlined in the bridging document between Company and the relevant drilling contractor.

 5. WELL OPERATIONS ENGINEER

  • The Well Operations Engineer reports to the Well Operations Superintendent or to the Well Operations Manager or his delegate depending on the subsidiary organisation.
  • Well Operations Engineers are responsible for the engineering and planning of their assigned Well Operations project.
  • Well Operations Engineers provide onshore technical support while maintaining the highest standards of safety, environmental awareness, quality assurance, efficiency and cost effectiveness.
  • Well Operations Engineers are responsible for ensuring that all necessary information related to ‘close proximity drilling’ is included in the well plan.
  • During unusual operations, Well Operations Engineers may be required to provide technical support on location.
  • Well Operations Engineers are responsible for the co-ordination with other disciplines, e.g. Materials and Logistics, etc and technical/operational groups of partner companies, contractor personnel and regulatory bodies during the planning and execution of Well Operations.
  • Well Operations Engineers participate to the recommendation of selection of contracts and services with the Well Operations Superintendent. It should be noted that there may be occasions when the responsibilities of the Well Operations Engineers and those of the Completion Engineers overlap.

6. COMPLETION, INTERVENTION & WORKOVER ENGINEER

  • Completion, Intervention and/or Workover Engineers report to the appropriate Well Site Superintendent or to the Well Operations Manager or his delegate depending on the subsidiary organisation.
  • Completion, Intervention and/or Workover Engineers are responsible for the engineering and planning of their assigned project which could cover completion, workover and/or intervention operations.
  • Completion, Intervention and/or Workover Engineers provide onshore technical support while maintaining the highest standards of safety, environmental awareness, quality assurance, efficiency and cost effectiveness.
  • Completion, Intervention and/or Workover Engineers are responsible for co-ordination with other disciplines, materials and Logistics, etc and technical/operational groups of partner companies, contractor personnel and regulatory bodies during the planning and execution of completion, intervention, workover and related operations.
  • Completion, Intervention and/or Workover Engineers may be required to provide technical support during non-routine Well Operations.
  • Completion and/or Workover Engineers are responsible for construction or removal and replacement of existing well barriers when optimising the completion design of new or recompleted wells for full life cycle requirements. For existing wells, Intervention Engineers are responsible for operations through existing barriers and assist the Asset Manager in well performance monitoring and assessment, data acquisition and analysis, remedial candidate generation and workover strategy to optimise field productivity.
  • In conjunction with the operations groups, Completion, Workover and/or Intervention Engineers are responsible for developing well operating guidelines including the management of facilities interfaces to ensure production optimisation.
  • The Completion, Intervention and/or Workover Engineer(s) recommend the selection of contracts and services to the Well Operations Superintendent(s) to enable execution of Well Operations

7. COST CONTROLLER

  • The Cost Controllers duties shall include; budget/AFE management, expenditure tracking and to provide daily cost. Invoice registration checking against either contracts, purchase orders and/or service orders will be a fundamental part of their role, prior to payments. Emphasis being on rental equipment which will be confirmed against the Materials Control system.
  • The Cost Controller will work closely with the Project Accountant responsible for Partner Financial Reporting. This may require Accruals on extended projects.

8. MATERIALS CONTROLLER

  • The Materials Controllers duties shall include implementation of the materials system whereby all equipment (tangible and intangible) may be tracked from source to the installation and returned onshore to either the Suppler or Company stock.
  • Duties shall include the management of load out lists, daily communications with the rig and supply base, the management of helicopters, vessels and personnel.
  • The Materials Controller shall be responsible, where applicable, for the daily posting of the Personnel on Site or Personnel on Board (POB) list in the operational office and in the place of Emergency response.
