This docuemnt defines the general responsibilities and requirements for ensuring safe working conditions.

The Well Operations Manager covers Drilling, Completion and work-over, as well as any intervention where the production tree has to be removed or where a heavy equipment is used such as Pulling units, Coiled tubing, snubbing units.

1 WELL OPERATIONS MANAGER

1. The Well Operations Managers and all personnel involved in the preparation of any operation shall ensure that designs, programmes and all well operations comply with, and are conducted in accordance with Company's requirements, policies and local government Health, Safety and Environmental regulations and legislation.

2. The Well Operations Managers shall ensure that there is clarity in identification of the responsible person (RP), at the well site, for the HSE Management System in force (Rig Contractor Permit to work, Service Company pre-task check list…), in the planning and execution of all safety critical tasks: e.g.: pressure testing; compliance to the mobile drilling unit’s (MDU) barrier policy is strictly adhered to. This has particular priority when several contractors are involved; Drilling Contractor, Service Contractor and Company's personnel. For safety critical operations, the responsible person (RP) shall implement the pre-job HAZID risk mitigations and witness pre-job tool box meetings. For safety critical operations, the RP shall inspect the hazardous zone prior to execution of the task.

3. The Well Operation Managers shall ensure that all senior well site management (Drilling Contractor, Lead Service Contractor Technicians and Company's representatives) continually emphasize procedural Safety and that task responsibility is nominated.

4. Further, that every rig and service company team member is ultimately responsible for their own safety and participation in the safety of others.

5. Safety critical tasks must be covered by the rig contractor Permit to Work system.

6. The Well Operations Managers shall ensure that all senior well site management (Well Operations Contractors, Lead Service Contractor Technicians and Company's representatives) are competent and continually emphasise procedural Safety and that task responsibility is nominated.

2 WELL OPERATIONS SUPERVISOR

1. Unless otherwise stated, the Well Operations Supervisor is the Company's (RP) for safety at the site.

2. He is responsible, working with the contractors, for ensuring that the all work is carried out as safely as possible and to the required GDF SUEZ EPI standard.

3 INCIDENT REPORTING

1. There shall be in place a system for reporting and investigating all accidents and incidents (including near misses). ALL INCIDENTS INCLUDING NEAR MISSES SHALL BE REPORTED IMMEDIATELY.

2. These incidents or near misses shall be reported as minimum to the Well Operations Manager and to the HSE department; further, the Group Well Operations Manager shall be copied of these reports.

3. Recommendations arising from the investigation of such incidents shall be carried out in a timely manner.

4 EMERGENCY RESPONSE PLAN

1. All operations both onshore and offshore, supported by an onshore operational management team, must have an Emergency Response Plan to meet all potential emergency situations. The Emergency Response Plan must incorporate all specific plans pertaining to the legislation and regulations in the country of operations.

2. Further, the onshore team must have the capacity to deal with extended emergency situations (i.e.extended well control issues), whereby onshore support relief teams are available to the project. This specifically refers to emergency situations requiring 24 hour cover and extend beyond 10 hrs.

3. The Emergency Response Plan shall detail actions to be taken in various emergency situations and shall be rehearsed on a regular basis prior to and during operations at the discretion of both the legally responsible Well Site Supervisor, for example Offshore Installation Manager (OIM) and the Operations Manager.

4. The BOCP (Blow Out Contingency Plan) must be integrated in the Emergency Response Plan.

5 HYDROGEN SULPHIDE

1. In wells where Hydrogen Sulphide (H2S) is known or expected, an H2S Contingency Plan must be in place prior to commencement of operations.

6 SAFETY MEETINGS

1. Safety will be highlighted in both the design of the well, (and/or other EPI operation), and in the presentation of the well prior to operations in the form of a Pre-Operations Meeting comprising, for example, a Spud Meeting or Drill Well on Paper (DWOP).

2. Safety meetings in the form of a weekly call (or bi-weekly as a minimum frequency) shall take place between the Well Operations Superintendent (Operating office) and the well site (for example with the Land Wellsite Supervisors or Offshore OIM, Offshore Safety Representative and Installation/Rig Manager).

3. Pre-operational safety meetings shall be held on-site with all prsonnel to address potential hazards and safety topics as instigated and managed by the Well Site Supervisor.

4. Regular toolbox talks will instigated by the contractor for the crew.

5. The GDF SUEZ EPI Well Site Supervisor shall ensure that all safety meetings are noted on the IADC and Daily Operation Report.

7 SENIOR CONTRACTOR REPRESENTATIVE

1. The Senior Contractor Representative and the Well Site Supervisor must be satisfied that the well site equipment and well-site are in a safe operating condition and/or that all mitigating measures have been taken to improve safety and bring risks to an ALARP level (As Low As Reasonably Practical) prior to commencement of operations. This must be reported on the IADC and Daily Drilling or Operations Report.
